The Authority is a statutory authority as defined in section 3 of the Public Management and Finance Law (2005 Revision) and accordingly the provisions of that Law apply, among other things, to —
the Authority's expenditure budget for each financial year; and
the preparation, maintenance, auditing and publication of the Authority's accounts.
Where the exercise of any power conferred by or under this Law would be inconsistent with the exercise of a power conferred by or under the Public Management and Finance Law (2005 Revision), the provisions of the Public Management and Finance Law (2005 Revision) shall, to the extent of the inconsistency, prevail over the provisions of this Law.
