Capital and borrowing powers of the Authority

The Governor shall establish an appropriate mechanism for determining ongoing injections of capital into the Authority and the continuing operational funding requirements of the Authority.
The Authority may, from time to time with the approval of the Governor, vary the amount of the authorised capital of the Authority.
The Authority shall have the power to borrow for or in connection with the performance of its functions.
The power of the Authority to borrow any amount in excess of one hundred thousand dollars shall be exercisable only with the approval of the Governor, as to the amount, sources of the borrowing and terms on which the borrowing may be effected, and an approval given in any respect for the purpose of this subsection may be either general or limited to a particular borrowing or otherwise, and may be either unconditional or subject to conditions.
