Supply of water may be cut off while default continues

Where a person who has been supplied with water under an agreement with the Authority makes default in any payment due thereunder or takes water excessively beyond the person’s reasonable needs, the Authority may, thirty days after such default, cut off and discontinue such supply using any reasonable means in that behalf until the amount due together with any incidental expenses incurred to the Authority have been paid, whereupon
