Inadequacy of water supply for satisfaction of water abstraction licences

If, at any time in any specified area, the quantity of water to which licences exist is insufficient to satisfy all such licences and unlicensed domestic abstractions, the Authority may review the allocation of ground water in that area, and in so doing they may revise the quantity allowed by any licence and the terms and conditions thereof to the use of water in that area and record such revised quantity, terms and conditions in the register of water licences and so inform the holders of the licences: Provided that the Authority shall have regard to the principle that where full use of the water has been maintained to the extent permitted by a licence, no licence shall be cancelled or reduced except in proportion with all other licences in the same area.
