In the exercise of its functions and powers the Office shall not derogate from the terms and conditions of any licence, authorisation or agreement in force without the consent in writing of the licensee or authorisation holder, subject to any special conditions concerning the modification in the relevant licence, authorisation or agreement.
This Act applies to any utility service unless the contrary is provided expressly or by necessary implication in any other Law.
