Appeal against decision of Board under section 9

An operator or prospective operator who is aggrieved by a decision of the Board made under section 9 may, within fifteen days of service upon him of notification of the decision, appeal to the Governor by notice in writing in the prescribed manner and in accordance with the prescribed procedure and the decision of the Governor shall be final and binding upon the operator.
Notwithstanding any appeal under subsection (1), the decision of the Board shall, until the decision of the Governor is given, remain in full force and effect.
