The Senior Medical Officer of Health may provide and maintain —
receptacles for refuse in streets and public places;
places for the deposit of refuse; and
plant or apparatus for treating or disposing of refuse.
The Senior Medical Officer of Health may sell refuse removed from any premises or other place under this Part and shall forthwith pay the proceeds of all sales made by that person under this section into the Treasury.
Whoever, other than a person employed by the Government in connection with the removal and disposal of refuse and garbage, sorts out or disturbs —
the contents of any dustbin wherever deposited for the purpose of its contents being removed by Government employees; or
the material deposited in any place provided by the Government for the deposit of refuse,
commits an offence and is liable on conviction to a fine of one hundred dollars.
