The Cabinet may make regulations prescribing all matters that are required or permitted under this Act to be prescribed, or are necessary or convenient to be prescribed for giving effect to the purposes of this Act and, notwithstanding the generality of the foregoing, the Cabinet may make regulations providing for —
the procurement methods;
the procedure for the selection of an appropriate procurement method;
the training of persons involved in public procurement; and
the reporting of contract awards.
