The Cabinet may make regulations prescribing all matters that are required or permitted by this Law to be prescribed, or are necessary to be prescribed for giving effect to the purposes of this Law.
Notwithstanding the generality of subsection (1) —
regulations made under this section may provide for such exceptions, limitations and conditions, and make such supplementary, incidental, consequential or transitional provisions as the Cabinet considers necessary;
regulations prescribing matters that are required to be prescribed for the purposes of paragraphs 1, 2 and 3 of the Schedule shall be made by the Cabinet, after consultation with the Registrar-General.
