Offences against discipline by a special constable

138. (1) A special constable who commits an offence against discipline as prescribed under this Act is liable to such penalty or punishment as provided in section 139.
Notwithstanding the provisions of subsection (1) —
nothing in this section shall be construed to exempt any special constable from being proceeded against for an offence by any other process of law; and
a special constable shall not be punished twice for the same offence.
