Chief Officer and accounts

The Chief Officer shall be responsible and accountable to the Council for —
the budget voted by the Parliament for the work of the Commission; and
all monies paid into the Commission.
The Chief Officer shall prepare in each financial year an estimate, and where necessary, a supplementary estimate of —
the expenditure of the Commission; and
any other expenditure incurred by the Commission in providing any service to the Parliament or to members of the Parliament.
The Chief Officer shall as soon as possible after the preparation of an estimate of the expenditure referred to in subsection (2), first submit the estimate to the Council for approval and thereafter to the Minister of Finance.
