Reimbursement to Government of cost of empoldering

When an owner retains a swamp area which has been improved by Government by empoldering, Government is entitled to reimburse itself against the expenses incurred in empoldering such land and may claim the same against the owner as a civil debt to be sued for by the Director, any sums recovered being paid into the Fund.
