Possession of minerals

No persons shall possess any mineral unless, in respect of the minerals of which he is in possession, he is —
a licensed mineral dealer;
the holder of a prospecting right or an exclusive prospecting licence;
the holder of a mining lease or a person to whom permission to mine has been granted under section 32;
a person to whom a permit to possess small quantities of a mineral has been granted by the Governor under section 62 and such possession is in accordance with the conditions of the permit; or
the duly authorised employee of any person specified in paragraphs (a) to (d).
