The Minister may make rules for the conduct of formal inquiries under section 427, and for the conduct of any rehearing under section 428 which is not held by the Court.
Without prejudice to subsection (1), rules under this section may provide for the appointment and summoning of assessors, the manner in which any facts may be proved, the persons allowed to appear and the notices to be given to persons affected.
Rules of the Court made for the purpose of rehearings under section 428 which are held by the Court, or of appeals to the Court, may require the Court, subject to such exceptions, if any, as may be allowed by the rules, to hold such a rehearing or hear such an appeal with the assistance of one or more assessors.
