The Cabinet may make regulations prescribing all matters that are required or permitted by this Act to be prescribed, or are necessary or convenient to be prescribed for giving effect to the purposes of this Act and, in particular —
requiring particulars and information to be supplied at prescribed times by persons in prescribed areas for prescribed periods; and
prescribing information which is to be supplied to the Commission and the form in which it shall be submitted; and
outlining the matters that the Commission shall take into account in performing its functions under this Act.
