Whoever causes another person to contravene section 3 or 4 is guilty of an offence and liable on conviction to a fine of five hundred dollars or to imprisonment for six months.

In the case of a second or subsequent offence against section 3 or 4 a person is liable to a fine of one thousand dollars and to imprisonment for six months.
