Subject to this Law and the regulations, the Director may —
establish guidelines, procedures and requirements pursuant to which legal and other services may be made available under this Law;
make public, by means of advertising or otherwise, the nature and extent of the legal services that are available; and
do all things that are necessary, incidental or conducive to the attainment of the purpose of this Law.
