General regulation making powers

The Cabinet may make regulations for carrying this Act into effect, for prescribing all matters or things which are required or permitted to be prescribed under this Act and, without prejudice to the generality of the foregoing, for —
prescribing the form of any notice, application, complaint or other document required by this Act; and
varying any time periods established or required by this Act.
Any regulations made under this Act may create offences, the maximum penalty for which shall not exceed that set by section 81.
