Appeals against Board decisions

A person dissatisfied with a decision of the Board may, within twenty-one days of the communication of the decision to him, by notice in writing, appeal to the Appeals Tribunal.
In making an appeal under subsection (1), the appellant shall —
provide the original application;
provide the decision against which the appeal is made;
indicate the grounds of the appeal; and
indicate whether he wishes to be heard personally or through a representative.
The Appeals Tribunal may confirm or vary the decision of the Board or make such other decision on the appeal as seem to it to be expedient.
A person aggrieved by a decision of the Appeals Tribunal under subsection (3) may, within twenty-one days of the date on which notice of the written reasons for the decision was received, appeal to the court against the decision.
For the purposes of subsection (1), the decision shall, if notice of it is sent to a person by post, be taken to have been communicated to him at the time at which it would have been received in the ordinary course of post.
