The Commissioner shall have all powers, direct and incidental, as are necessary or convenient to undertake the Commissioner’s functions as provided for under this Law and for purposes of this section, the word “functions” includes power, authority and duty.
In the exercise of the Commissioner’s functions under this Law, the Commissioner shall be independent and shall not be subject to the direction or control of any other person or authority.
The Commissioner may appoint such officers and employees as are necessary to enable the performance of the Commissioner’s functions under this Law.
The Commissioner shall, from moneys appropriated by the Legislative Assembly, meet operational expenses of the office and the provision of a reserve fund and, where there is any balance separate from the reserve fund, pay such balance into the general revenues of the Islands.
The Cabinet may, by regulations, provide for the operation of the reserve fund.
