The Court may, at any time, assign counsel to an appellant in an appeal under this Part where it appears to the Court that the appellant has not sufficient means wherewith to retain counsel and that it is necessary in the interests of justice that the appellant should have legal aid in the preparation and conduct of the appellant's appeal.
The cost of the provision of counsel for a poor appellant in any case in which counsel is assigned to such appellant by the Court in accordance this section shall be defrayed from the general revenue of the Islands up to an amount allowed by the Court.
