For the purposes of this Part, any resolution, decision or document purporting to be signed by the Chairperson and the Secretary of Council and purporting to be proved by a voluntary declaration of such (as the case may be) shall be prima facie evidence of the official status of the parties signing the same, and also of the facts therein stated, in all Courts of and elsewhere in the Islands.
