Departmental failure to comply with statutory duty: default power of the Governor

Where the Governor is satisfied that any department of government has failed, without reasonable excuse, to comply with any of the duties imposed on the department by or under this Law he may make an order declaring that department to be in default with respect to that duty.
An order under subsection (1) shall give the Governor's reasons for making it.
An order under subsection (1) may contain such directions for the purpose of ensuring that the duty is complied with, within such period as may be specified in the order, as appears to the Governor to be necessary.
Any direction under subsection (3) shall, on the application of the Governor, be enforceable by mandamus.
