The Cabinet, after consultation with the Authority, may make regulations to —

establish procedures for the conduct of the business of the Authority;

prescribe the fees to be charged by the Authority for all services and attractions vested in the Authority;

prescribe the manner in which the Authority or the board may execute or perform any function, duty or power under this Act; and

give effect to the purposes of this Act.
