The Registrar may, by rules published in the Gazette , provide for —
the matters that are to be taken into account in making an initial assessment of the amount of an administrative fine; (aa) aggravating and mitigating factors that are to be taken into account in making a final assessment of the amount of an administrative fine to be imposed; and
the publishing of details related to enforcement actions, inc luding administrative fines, imposed in accordance with this Act .
