Notwithstanding anything to the contrary contained in this Act, the Cabinet may, by writing under the Cabinet's hand for purposes of conservation or for scientific, historic or educational purposes or for the purpose of protecting human life or aircraft operations, exempt either absolutely or for such time and subject to such conditions as the Cabinet may think fit, any person or institution from all or any of the provisions of this Act.
