The Grand Court shall inquire into a child's capacity to understand and appreciate the nature of the application, consider the child's views if they can be reasonably ascertained, and where it is practical to do so, the Grand Court shall give the child the opportunity to be heard.
Before applying to the Grand Court for an adoption order relating to a child who is at least seven years of age, an applicant shall arrange for a person authorized by regulations to meet the child privately so that the person can make a written report which shall indicate whether the child -
has been counselled as to the nature of adoption;
understands what adoption means; and
has any views on the proposed adoption and on any proposed change of the child's name.
